The global operator of renewable energy ACCIONA-Energy in collaboration with the Marine Research Unit of AZTI-Tecnalia has developed a guide that will facilitate the writing of the Environmental Impact Studies (EIS) of Marine Renewable Energy Projects.

This is a publication that aims to present in a synthetic and easily understandable way the existing knowledge about the potential environmental impacts of marine renewable energy projects and to point to the methodological means for studying them, so that future projects of this nature can be sustainably managed from an environmental perspective.

In this respect, it will be useful to the promoters of marine renewable energy projects so that they take in to account all the environmental implications of their projects. It will also benefit the technicians of the administrations involved in Environmental Impact Assessment (EIA) of projects and in the granting of the relevant permits, as well as the people who carry out EIS. Finally, it will be of interest for other groups like NGOs, which are devoted to preserving, conserving and protecting the marine environment, and also for the public in general.

This initiative is part of the project on the efficient and integral use of renewable offshore energies "CENIT-E OCEAN LEADER, leaders in Ocean Renewables". The project is an ambitious technology initiative promoted by a consortium of companies with a strong research capability which addresses the challenge of developing the necessary technologies to set up integrated installations that can harness marine renewable energies, such as waves and tidal currents. The main aim of the OCEAN LIDER project is the research in breakthrough technologies needed for the setting up of integrated facilities for the use of renewable ocean energy, thus contributing towards: the sustainable use of marine energy resource; the development of new products, processes and services of strategic importance to the sectors involved; to promote a new economic growth model based on renewable energies and energy saving; to contribute, with renewable resources, to energy supply, addressing the Spanish and European priorities (20%, 2020) and offsetting the trade balance; obtaining energy sustainability and combating climate change (reduction of GHG emissions); enabling Spain to remain the global renewable energy leader, helping generate skilled employment and combating climate change and gain access to Greenhouse Gas allowances.

One of its six lines of research is devoted to the development of models, protocols, guides, methodologies, tools and new technologies in order to asses correctly the environmental impacts on the full cycle of offshore energy-generating infrastructure projects.

iOS 7 to include Control Center for quick-access settings

For many iOS users, one of the most sought after features has been a quick access panel for common settings, much like what they've seen in other platforms. They'll have it -- iOS 7 is introducing Control Center for just that purpose. A swipe up from the screen bottom now lets users change wireless modes, Do Not Disturb, screen brightness and music playback from wherever they happen to be in the OS. There's also quick shortcuts to the camera, calculator, timer and (at last!) a flashlight. To say Control Center is overdue might be an understatement, but we're glad that it's finally here.

Get In-State Tuition at Out-of-State Colleges

In the college decision-making process, cost is key.

Roughly 43 percent of incoming freshmen cited cost of attendance as a "very important" factor in their final college selection, according to an annual report by the University of California--Los Angeles.

Cost-conscious students often view state colleges as the least expensive route, and generally, that is true. In-state tuition at public universities was about $10,000 less than out-of-state tuition for the 2012-2013 school year, according to tuition data reported to U.S. News in an annual survey.

But there are ways for students to save thousands of tuition dollars without being confined to their home state, says financial aid expert Mark Kantrowitz, publisher of Edvisors.com.

Schools make many kinds of exceptions, he says. "If your parents are in the military, but you are out of state, sometimes they will waive residency requirements. Sometimes if parents are policemen or firemen, they waive it. Sometimes there are exceptions for teachers."

Colleges may also have flexible residency requirements for students who live near state lines and want to cross over for college, Kantrowitz says.

Students can also take a gap year and relocate to establish residency in the state where they want to attend college. Having your mail sent to an aunt's place in Sacramento and snagging a California driver's license won't cut it. Applying to a college exactly one year after you move to a state will also raise red flags, warns Kantrowitz.

"Many of these colleges are very aggressive in denying people who qualify for it just by manipulating the situation," he says.

To improve their odds of getting resident tuition, students should build up a lengthy paper trail, he says.

"Pay state income taxes, get a library card, register your car in the state, register to vote. Do all of the above, so there isn't anything to suggest you have ties to the other state."

Going through the effort doesn't guarantee eligibility for in-state tuition, says Suzanne McCray, vice provost for enrollment at the University of Arkansas.

The university considers students younger than 23 legally dependent on their parents. So even if they move to Arkansas, work, pay taxes and become residents of the state, they will still pay out-of-state tuition if their parents live in another state, she says. Students can petition to be considered independent, but doing so is "very difficult."

"I would recommend that any student planning to attend a university and think they would be reclassified to get on the website and review it very carefully before they pick up and move," McCray says.

Cost-conscious students can avoid the residency hassle altogether if they are itching to attend school in the Pacific Northwest - specifically, at Eastern Oregon University, where there is no such thing as out-of-state tuition. The regional university sets tuition at $7,046 for all students, regardless of residency.

Following in a parent's footsteps can also net tuition benefits. Northwestern Oklahoma State University, for example, waives nonresident fees for children of alumni. Students who prefer to blaze their own trails can qualify for in-state at some universities if they have strong academic credentials.

At Texas A&M University, non-Texans who earn a competitive scholarship of at least $1,000 also qualify for in-state tuition rates. The University of Arkansas also waives a portion of out-of-state fees for some scholarship winners, McCray says.

This "New Arkansan" award is also available for students from neighboring states who excel academically. Students from neighboring states - Texas, Louisiana, Mississippi, Tennessee, Missouri, Kansas and Oklahoma - who achieve at least a 3.25 GPA and an ACT score of 24 (1090 for the SAT) can get up 80 to 90 percent off nonresident tuition.

Exchange programs are also a way to save. While they don't waive nonresident fees entirely, these regional networks give qualifying students a steep tuition break.

The Western Undergraduate Exchange, available to students who call Arizona, California, Colorado, Oregon, Washington or another of the 15 participating states home, has saved students roughly $2 billion over the past 25 years, says Margo Colalancia, director of the program.

Residents can attend certain schools located in other member states and pay 150 percent of in-state tuition. About 145 institutions participate in the exchange, including the University of Arizona, Washington State University and Colorado State University.

There is a catch, though. Many schools put an annual cap on exchange students and some restrict tuition breaks to certain majors. At the University of Arizona, for example, out-of-state students can get more than $11,000 off nonresident tuition - but only if they major in mining engineering.

Other tuition exchange programs include the Midwest Student Exchange, the New England Regional Student Program and Academic Common Market in the south.

Eligibility depends on a number of factors, including where students live, what degree program they are interested in and whether minimum caps have been met. If students earn a tuition break through the exchange, then change majors, they could lose their discount, Colalancia says.

LOS ANGELES (AP) - Kris Medlen grew up in Southern California and made frequent trips to Dodger Stadium. Saturday night, in his second career start at Chavez Ravine, the Atlanta Braves' right-hander had the best of both worlds on the mound and at the plate.

Medlen pitched 6 2-3 scoreless innings and hit his first major league home run, Dan Uggla also went deep, and the Braves continued their recent stretch of dominant starting pitching in a 2-1 victory.

"Every time I come here in a cab or on the team bus, it brings back memories of my dad or my uncle taking me to games," Medlen said. "It couldn't have been a better day. And most importantly, we got the win, which was awesome. For me to hit my first home run here, I'm on Cloud 9."

Medlen (3-6) scattered five hits, struck out six and allowed only one baserunner as far as third. That was in the sixth inning, when the right-hander retired Andre Ethier on a flyball to shallow center field and fanned Scott Van Slyke after Nick Punto led off with a double and advanced on a groundout by Adrian Gonzalez.

Medlen has won back-to-back starts for the first time this season, and has a 2.87 ERA over his first 13 starts. Last year he was 9-0 with a 0.97 ERA in 12 regular-season starts after being inserted into the rotation on July 31.

Atlanta's rotation has yielded just three runs in 31 1-3 innings spanning the team's last five games.

"Our starting pitching's been the backbone of this team," Uggla said. "They've been so consistent and kept us in ballgames, and they battle. They've just done an amazing job, going deep into games and taking a little stress off of our bullpen."

Dodgers shortstop Hanley Ramirez, hobbled by a troublesome left hamstring, pinch hit for the third straight night and greeted Jordan Walden with an RBI single in the eighth. The unearned run was charged to Luis Avilan, after a throwing error by shortstop Andrelton Simmons on an attempted double-play relay to first base.

Craig Kimbrel pitched a scoreless ninth for his 18th save in 21 attempts.

Stephen Fife (1-1) allowed two runs and nine hits with seven strikeouts in his third start of the season and second since getting recalled from Triple-A Albuquerque to replace the injured Chris Capuano in the Dodgers' rotation.

"I started trying to do too much in terms of effort level, and things went side to side instead of up and down," Fife said. "A hanging breaking ball to Dan Uggla, I can probably live with that one. But that mis-located fastball to a pitcher is probably one I'd like to have back."

Uggla led off the fifth with his 11th homer on an 0-2 pitch, and Medlen hit a 1-0 delivery just over the right field fence two batters later.

"There's no way he could have hit that homer without seeing me do it first. I'm taking all the credit," Uggla deadpanned. "He stole my thunder. But that was cool. Every pitcher wants to hit a homer. It's something that he'll remember for the rest of his life, and it was fun to watch it."

Yasiel Puig continued to shine for the Dodgers in his first week in the major leagues. He got two more hits along with his second outfield assist, charging Jason Heyward's single to right field in the fifth and firing a seed to third baseman Luis Cruz on the fly to nab Simmons as he tried to advance two bases.

"It reminds you of an Ichiro (Suzuki) or Jeff Francoeur type of arm," Fife said. "You just watch it happen and go: `Wow, that's pretty good.' We're definitely watching something special with him."

In six games so far, the Cuban-born phenom is 10 for 23 in the leadoff spot with 10 RBIs and four home runs - including an opposite-field grand slam.

Simmons drove Fife's second pitch of the game to left-center for a double, Heyward walked and Justin Upton advanced the runners with a sacrifice bunt - only the third of his seven-year career and first in 1,559 plate appearances since his previous one on Sept. 14, 2010. But Fife escaped the jam, throwing called third strikes past Freddie Freeman and Brian McCann.

"In that situation, we had first and second with no outs and I thought I could load the bases right there with a bunt because they were playing back," Upton said. "I squared around late enough to get a base hit if I got the bunt down in the right area. And if it doesn't work out, we still have second and third with Freddie and McCann swinging a hot bat."

NOTES: Upton has gone 49 official at-bats without an RBI since his run-scoring double against Dillon Gee on May 25 at New York. He has only one in 72 at-bats since his five-RBI game against the Dodgers on May 17 in Atlanta. ... The Dodgers have had 10 rookies of the year who were position players, and none of them came close to the start that Puig has gotten off to with the four homers coming in his first 19 at bats. Mike Piazza needed 96 at-bats to get his second home run, Raul Mondesi 65, Frank Howard 49 and Jackie Robinson 120. ... The Dodgers are expected to place LHP Ted Lilly on the 15-day disabled list on Sunday because of neck soreness. RHP Matt Magill will be recalled from Triple-A to start the series finale instead against LHP Mike Minor. ... The Dodgers brought Old-Timers' Day back to Chavez Ravine for the first time since 1995, marking 50 years since the Dodgers' four-game World Series sweep of the Yankees. Tons of Hackers Are Hanging Out in Old Soviet Cyberspace

The Internet is a huge place. Some parts of it are awesome, but others are...less so. And falling squarely in that latter category is the ancient .su domain, once the cyberhome of the Soviet Union. It's not exactly well maintained, or well policed, which is why more and more online criminals are using it as a hideout.

Assigned to the soon-to-be non-existent Soviet Union 23 years ago, the .su TLD has been an orphan for longer than it had a country to call home. But unlike the TLDs for Yugoslavia or East Germany, it didn't disappear with its nation-state namesake thanks to stubborn resistance by its owners of the time.

Until recently, the .su domain has been the home of weird, but legitimate sites. But when the administrators for Russia's .ru got a little more strict about what they would and wouldn't allow, scammers and hackers alike began to migrate to the out-dated .su, which saw its population of sites double in 2011, and again in 2012.

From the Associated Press:

The most notorious site was Exposed.su, which purportedly published credit records belonging to President Barack Obama's wife, Michelle, Republican presidential challengers Mitt Romney and Donald Trump, and celebrities including Britney Spears, Jay Z, Beyonce and Tiger Woods. The site is now defunct.

Other Soviet sites are used to control botnets?the name given to the networks of hijacked computers used by criminals to empty bank accounts, crank out spam, or launch attacks against rival websites.

The domain is currently controlled by the Moscow-based nonprofit Foundation for Internet Development, who've been regulating it since 2007. And with the recent boom of sketchy sites, the plan is to tighten things down a bit, starting with a new policy rolling out this summer.

.su is home to some 120,000 sites?a number of which are actually legitimate?so shutting it down entirely would be super difficult. Hopefully the registration lock-down can make it less of a weirdly anachronistic cyberspace haven for evil. But hey, we could probably get at least one more "James Bond vs. the Soviets" movie out of this, right? [PhysOrg]
